My delima is I owe money to unemployment. I took other peoples advice a long time ago I have learned my lesson just to ask directly. My question is : c an I still file for unemployment since i am on a lay off status? Please let me know what I can do

I was fired 3 years ago because they closed the department I was working in. I decided to try opening my own company. I opened a vending business and now that is folding.
Am I eligible for unemployment insurance?
